What "functional English" means for partners
NZ partnership visas require "functional English" — the ability to communicate in everyday situations. That's a lower bar than Skilled Migrant's "competent English". In practice it means:
- Understanding conversational English for work, shopping, and social situations
- Filling out forms, reading basic instructions and contracts
- Having a conversation with an Immigration officer if asked
This is roughly B1 on the CEFR scale — IELTS 5.0 or PTE 36. You don't need academic English, and you're not expected to debate policy or write essays.
The four ways to meet the requirement (without sitting a test)
1. Passport from an English-speaking country
UK, Ireland, USA, Canada, Australia, South Africa. Your partner's passport country counts — yours must be verified separately. See our exemptions guide for details.
2. Five years of schooling in English
Primary or secondary schooling at an English-medium school. School reports + letter from the school confirming English as the primary medium of instruction usually does it.
3. Three years of tertiary study in English
A Level 7 (bachelor's) or higher degree taught in English. Transcripts + medium-of-instruction letter; sometimes an NZQA IQA.
4. Sponsor's undertaking + demonstrated communication
This is the partnership-specific option. Your NZ-resident or NZ-citizen partner signs a formal undertaking to support you. Immigration NZ then weighs their daily interaction with you alongside any other evidence (emails, messages, a joint interview).
This route is more common for initial partnership-based work visas. For residence, Immigration NZ usually wants something more concrete — a test or formal exemption.
When partners choose to sit the test anyway
Many partners sit IELTS or PTE even when they have a valid alternative. Three reasons it's worth it:
- Speed. A test result is decided by the marker, not Immigration NZ's discretion. Exemption claims can bounce back for more evidence; a PTE 40 cannot.
- Future-proofing. If you plan to move to a Skilled Migrant or work visa later, a recent test result is already in your file.
- Credibility. Case officers are human — a decent test score alongside schooling evidence is a stronger package than either alone.
Realistic preparation timelines for partners
IELTS 5.0 / PTE 36 is achievable from conversational English. Rough timelines:
- Conversational English, some school English background: 3–5 weeks of coaching
- Basic English, little formal practice: 6–10 weeks
- Limited English exposure: 3–6 months minimum

Common partnership visa English mistakes
- Assuming a sponsor's undertaking is always enough. For work visas it often is; for residence, case officers want more. Plan for a test if residence is your goal.
- Sitting IELTS Academic instead of General Training. Both are accepted, but General is closer to partnership-visa use cases and often scores higher for migration-focused candidates.
- Getting a 5.0 overall with a 4.0 in one band. Section minimums apply. A 5.0 with 4.0 Speaking won't pass.
- Letting results expire. IELTS and PTE are valid for 2 years from the test date. Check expiry before lodgement.
- Ignoring dependent children aged 16+. They have their own English requirement. Schooling evidence can cover it if English was the medium.
